Description: California Propositions 8 and 13 were two competing property tax initiatives on the ballot in June 1978. In this discussion at the Commonwealth Club a few weeks before the election, Howard Jarvis asserts that Proposition 13 will cut property taxes and allow the elderly to stay in their homes. State Senator Peter Behr explains local revenue limitations. He concludes that Proposition 8 will bring 48,000 jobs to California, while Proposition 13 will cost 451,000 jobs in California. Businesses are against Prop 13 because it will be bad for the economy, bad for business, and a disaster for local government. Howard Jarvis was the founder of the Howard Jarvis Taxpayers Association. Peter Behr was a member of the California State Senate (from the 2nd District) from 1971 to 1978.
